Ted, I think you can do that using frames / CSS / whatever. I personally
hate scroll bars. Each new feature to a piece of software comes with its
own price. Increased complexity, more lines of code to debug, project
bloat. Plus, when you introduce a feature you upset the people who
thought things were much better before that feature had been introduced.
For more on the subject of what really matters when you're developing
software, I recommend Alan Cooper's great book, "About Face 2.0 - The
Essentials of Interaction Design."
