[daisy] Daisy Space Issue

I am trying to use en spaces (  / &#8194,) to place before single
digit numbers so that they better line up with double digit number shen
sent to PDF.  For some reasy regulars spaces (  /  ) seem to
export in the pdf just fine but any en spaces are either being ignored
or filtered somewhere along the line.  Any ideas?
