Adaptions and improvements to the Windows-Installer for the upcoming 2.2 release:
* upgraded to latest versions of MySQL and JRE, adapted version numbers
* simplified routine for site creation
* improved check for connection to database
* improved error logging
* added documentation for PCRE-plugin
* bug fixing

These improvements will lay the ground for incorporating an update feature into the installer in future releases.
