[daisy] Exclude "TODO" documents from a book?

Good morning list,

we have set up daisy as our online-documentation server that we also use 
to generate the printed documentation.
Because of upper/lower case issues and a strict hierarchy, I had to set up 
all needed documents in all languages as "TODO" dummies, simply to avoid 
throwing an error at the user.

Now all those dummies are printed along with finished documents.

Is there a way to import a navigation as the basis of a book, while 
excluding all those documents that have a "TODO" content, only?
