[daisy] problem with publisherRequestSet versionMode

Any idea why the publisherRequestSet isn't working as expected?  Is  
there a better way?

Using 2.1, we're setting up a "reviewer's" site that automatically  
picks up documents with a status field set to "draft".  We've set a  
query in the Nav doc with option search_last_version true to pick up  
all docs where the latest (rather than live) version has  
"status='draft'", which works fine.

When users click on these docs we always want the LATEST version to  
display without requiring them to manually switch to staging mode.  To  
do this I set up a publisher request set with versionMode = "last" (as  
described in the p:publisherRequest doc) and added a  
<publisherRequestSet> element in siteconf.xml.   I expect that when I  
click a link in the Nav doc on that site this would force the document  
to the last version, but it's still displaying the live version.  Any  
thoughts on what I'm missing?  Is there a better way to force a site  
to 'Staging' (which is what we're trying to mimic).
