[daisy] highlighting text

I have tried to implement highlighting text in the htmlarea editor as
described in the documentation at:
http://cocoondev.org/wiki/g1/215-cd.html

It is generally working but I can't get the new highlighter button image
to show up.  The button is there and works but no image.  I have tried
the obvious locations were other button images are stored
(daisywiki\webapp\daisy\resources\cocoon\forms\htmlarea\images,
daisywiki\webapp\daisy\resources\cocoon\forms\htmlarea\plugins\DaisyMisc
\img).  The documentation has a fixme and ??? for the button image
location.  There is also a comment that indicates putting the button
image in Daisy\WikiData\resources\local\ but this doesn't seem to work
either.  

Can anyone tell me where to put the image or how to change the button
registration image declaration to point to a logical location for the
button image?
