If a properties file does not contain JAVA escape sequences, it does
not necessarily mean  that it is UTF-8 encoded. You only have to use
JAVA escape sequences if the glyphs that you are using for your
translation are not present in the ISO-8859-1 character set (like
cyrillic characters). If all the glyphs of the language alphabet are
inside the ISO-8859-1 character set (which is the case e.g for German,
Dutch,  ...), the *.properties files for these languages in the source
tree can be ISO-8859-1 encoded even if they do not contain JAVA escape
sequences.
While editing properties files make sure you are using a text editor
where you can determine the encoding for the file you are editing and
where you can select the file encoding for a file to be loaded (jedit
does a great job for that purpose).

Should be fine, yes. To make sure, you can issue "svn diff > my.patch"
and load the my.patch in your text editor. If you will see the newly
added file listed there, everything will be o.k.
