I cannot reproduce this problem. I just downloaded the latest daisy windows installer and successfully installed daisy with the the binaries on drive c:\ and the repo and wiki data directories on drive E:\ without experiencing any problem.
Unless you provide further details, I won't be able to react on/resolve that issue.
If you can reproduce that error, can you please provide the log-files and error log-fiels for your installation, as indicated be the installer? The latest version of the installer was heavily improved concerning error logging and -based on my experience- gives a fairly good indication what's going wrong in most cases.
