There might be some confusion: the value in the height field will indeed
not be adjusted. You should fill in either width or height, and leave
the other empty. If you then press OK, both image dimensions should be
scaled proportionally.

If this is what you are doing and it is not working, then please mention
your browser version, as this is a client-side thing.
