[daisy] Question re default locale in Daisy (DSY-266)

Hi,

I'm using Daisy 2.0.1 and noticed that the dateformat is displayed in US 
date and time format, while I prefer it to be in UK date/time format.

I know I can set my locale as a user, but that relies on cookies client 
side and I want to set it server side.

I've dug around and came across issue DSY-266 where I can set the start 
up options of the repository. So I changed that to 'en' and 'UK', but 
the date/time format is still in US format. Only after logging in and 
changing my locale the date/time format was displayed in UK format.

Is there a way to set the default locale different from the underlying 
OS? I thought that it was fixed in this issue, but apparently it's not.

Note: this is tested on my local machine which runs OS X in 'US' 
configuration.
