Sure you can file a bug, however:

Daisy itself (or HTMLArea, for that matter), doesn't do anything special
with the pasted content, this is simply how IE's editor behaves.

Maybe it is possible to read the clipboard content in IE and process the
content, in which case it might be possible to do something about it,
but I wouldn't know really. Anyway, maybe someone else knows?
