[daisy] Translation management

Hi,

I've written up some things on translation management on the wiki a few
weeks ago but didn't announce it here yet:

This is something we'll be actively working on over the next weeks.
Development is happening on a branch (BRANCH_TRANSLATION_MANAGEMENT).

Summarized, this is what we'll do:

* extend the document model with some attributes to be able to track
which language variant version corresponds to which reference language
variant version (there's more to it, see the full text).

* related query language changes

* related frontend (wiki) changes

* extend the import/export tool so that it can produce a format which is
suitable for exchange with translation agencies.
