While the repository ACL controls access to documents, it is also useful to enable/disable functional components on the level of the Daisy Wiki, e.g. to control access to such features as: comments, books, user settings, changing locale, document tasks, recent changes, query search, downloading of part content for certain part/document types, ... thus basically anything.

This access control can then be used to hide the navigation to / presentation of these features in the user interface (rather than just removing the link from the XSL which doesn't disable the feature).

New functionality provided by extensions should also be controllable by this access control system.

This issue a replacement for DSY-156.
