[daisy] Link to external files

When I enter the link into the Wiki document, it accepts it nicely. When
I click on the link, nothing happens...
I tried the exact same link in a non-Daisy web page, and that works
fine. So, something is blocking access to the file: protocol.
I checked the HTML source in the browser of both Daisy and non-Daisy
pages and see no difference in the file: definition.
