Distinction between retire/delete in document action menu

The current document deletion screen doesn't emphasize (enough) the distinction between retiring and deleting a document, and also the fact that deletion is an admin-type of operation. The delete button should be moved lower on the screen, and perhaps be colored differently as to avoid users to click on it by Pavlovian reflex.

Also, it might be useful to split the current document action menu option 'delete' into two distinct possibilities: retire and delete. The delete option would then only be shown to users/roles with delete access (cfr DSY-464).
