Delete/retire distinction in ACL

Current ACL definition works as follows:

* roles/users with write access can retire documents
* roles/users with delete access can 'delete' documents, in the sense that they are totally purged from the repository

'deleting' documents is concerned to be an admin operation, and should only be used when simply retiring a document isn't enough (as the effect of retiring a document mimics usual document deletion behavior from other systems)

Therefore, I feel it should be possible to not link retiring capabilities to write access: those should be specified separately.
