We can change the text by modifying that xml template, but the 
registration confirmation uses the skin from 
daisywikidata/sites/siteconf.xml, which we leave at "default" because we 
don't want to skin things like the administration interface. Our problem 
is that we can't make this one confirmation page part of our customized 
skin without making everything else part of it too.
