You probably missed out on 'roles':

Additionally, there is an option to allow users to take up all roles
they have at once (except the admin role). The Role concept plus this
feature should allow to do what you have in mind IMHO.
(You should give it a try, and if it really doesn't work out get back
for assitance)

pools are only related to the workflow, they exist only for assigning
tasks to more then one potential individual

collections are to documents what
roles are to users

ACL expressions can refer users, documents, collections and roles...
