This is an issue of using of tomcat instead of jetty.
Following the instructions on the daisy documentation concerning the use of tomcat, I'm using both URIEncoding="UTF-8" and useBodyEncodingForURI="true". You can reproduce the behaviour on the daisy demo site.
Any idea how to cure that problem? Thanks
