Using repository data directory in development mode

Currently in development setup (= when working on daisy sources), the concept of a repository data directory does not exist. This has historically grown this way, since the data dir concept has only been introduced when assembling the first distribution.

I don't think there's any particular advantage to not using the data directory concept in dev setup too.

It does have some advantages though, such as faster initial setup of the development environment, more familiarity and consistency, easier switching between various data sets, etc.
