It looks more like encoding issue, because even some Central European characters (as č = č) are shown as hashes by default. The problem is that fonts that FOP contains by default are ISO-8859-1 only. See this page for instructions http://cocoon.apache.org/2.1/userdocs/pdf-serializer.html. I just tried that and it worked. Only problem is that paths specified have to be absolute. (or relative to daisy/daisywiki/jetty).

First thing to come to mind, is that the server lacks the Cyrillic fonts, since normal text in the browser is shown using the fonts on the client computer.
