Ok, it seems that the env variable MERLIN_HOME has to be set. Everything
else can be put directly into the conf file.
To fix this, you can add this to the conf file for the repository:
set.MERLIN_HOME=path
With this, you can have more than one repository service even on Windows
machines (or more than one Merlin install :-)
