AFAICS, NSIS dos not support Unicode yet:

Accoding to http://forums.winamp.com/showthread.php?postid=1918361, NSIS assumes no encoding and just copies the bytes as is, therefore latin1 should be appropriate.
Besides committing the language file, you have to add in include/gui.nsh:
