I realized this in my custom skin in layout.xsl
Whith  <xsl:if test="$user/name = 'guest'"> 
All guest can only see the stuff of the live site. 
In live I added button to generate PDFs.

Only after login they see the wiki stuff for editing.
There they can switch between staging and live and they can see the two sites and switch between.
