If the executing user doesn't have write access to the $DAISY_WIKI_DATA/sites directory then the daisy-wiki-add-site operation can't complete succesfully.
Currently however it will only experience this failure quite late in the process, as a result the corresponding collection (maybe other stuff as well? navtree and welcome doc?) will be created.
The user noticing the failure will promptly try to recreate his site with appropriate rights (e.g. sudo) only to be confronted with another failure caused by the fact that his collection already exists.
(so needs to login to daisy, and manually remove the collection)
