How would that be? Just asking, I'm curious. The skinning and  
templating mechanism is actually one of my favorite "I'll never be  
happy with it" areas.

Doesn't modifying navigation.xsl in your skin offer you enough  
latitude? If you put your own (modified) copy of that xslt stylesheet  
in your skin directory, it should override what is in the default skin.
