Actually there is. Just open the security tab for any file on NTFS drives. 
There in the simplified view there are: Full Control, Modify, Read & 
Execute, Read, Write. In the advance view this is called Traverse Folder / 
Execute File.

His problem probably comes from using cygwin to unpack/checkout/update? the 
files.
