AFAIR the useServerPrepStatements=false was related to mysql-server 4.1
behaviour atop of ubuntu only:
I remember testing both "the debian package" and a "mysql binary distro"
showing that only the 4.1.x package distributed in the ubuntu world was
showing the need for this useServerPrepStatements=false

Anyways: Just wanted to remind that finding that mix of settings/version
will probably require some very specific installation to verify "broadly"
Or put differently: there is an obvious incentive for more people to
actively try this stuff out on their favoured environment(s), and report
back.
