I'm not sure if I understand the question, but if you currently have
documents in the language variant "default" and you want to copy these
to a new language variant, e.g. "german", you can do so using the
document tasks functionality.
After making the copy, you can delete the original default-language
variants, also using a document task.

You need to set up two different Daisy Wiki sites, one for each
