I got a little trigger happy with my last email.  It looks like these 
folks have built an XSL-FO processor that can output to PDF, RTF, WML 
and OpenDocument.

It's free for personal use, $600/yr for commercial single-server 
license  The personal use doesn't expose the API though, just command 
line utilities.  So maybe the first custom publication type would be to 
just output the raw FO XML.  (I don't know much about FO, so this may 
not make any sense).
