First off: Note that typically locale specific content managers will
need to actively "label" the change as significant: if you do this
automatically on each save then you might wake up people for only a
silly typo/grammar fix. (only the content manager knows that substantial
'to be translated' change has been made)
Anyway, I suggest you take a look at the new workflow component in Daisy
2.0-dev (svn trunk) the 'labeling' mentioned above would there be
'starting a new workflow'

(those docs are work in progress, do check the mail-archives as well,
and just dive into the samples in svn-trunk)
If 2.0 is out of reach, then you'll need to do your own coding based on
1.5.1. You can do some smart stuff with querying, and maybe adding
some custom fields, but I'm pretty sure it's not to be compared with how
the workflow module allows to handle things)
