Bruno Dumon resolved DSY-306:
-----------------------------

    Resolution: Won't Fix

Since MySQL 4.1 is now required, and MySQL 4.1 supports UTF-8, and allows to specify the character set as part of the database creation, I've now updated the installation instructions so that the database is created as UTF-8 without needing to change MySQL's default character set.

This will resolve this issue for new users, existing users will still have to move to UTF-8 to resolve this problem.
